Will 2018 be the year of citizen lawmaking? Utah voters could see as many as five statewide initiatives to change state laws on their ballots in the next general election. In a state where most elections have no initiatives, next year is shaping up as unique. All are about to begin the signature-gathering phase. They have until April 15 to submit petitions signed by enough registered voters, and it’s not a simple requirement. The number of signers must equal at least 10 percent of the voters in the last presidential election in at least 26 of the 29 Utah Senate districts. It requires statewide outreach and a broad appeal to get the 113,000 signatures needed. None of the five is guaranteed to make the ballot, let alone win. Utah gang-related homicides and violent crimes increased in 2017 — and gang members are getting younger

While more deaths in Utah in 2017 are attributable to gang violence than last year, the director of the Salt Lake Area Gang Project said that’s not his biggest end-of-the-year takeaway. Instead, Lt. Mike Shoenfeld said he’s more worried because recently it seems gang members are younger than they used to be and are notably more violent — even if the violence isn’t always fatal. “We’ve had some pretty horrific and heinous, egregious crimes committed by gang members over the last year that I think have really shaken our conscience a little bit as a society, because we just weren’t seeing that much violence in the past few years,” Shoenfeld said. In 2016, only three homicides in Utah were attributed to gang violence. This year, at least eight deaths were gang-related, according to a database compiled by The Salt Lake Tribune. This year’s best movie about a spirited band of resisters fighting an empire of evil isn’t the latest entry in the “Star Wars” franchise, but “Darkest Hour,” an extraordinarily deft and moving depiction of the outset of Winston Churchill’s prime ministership during World War II. Cabinet meetings and political intrigue aren’t the most natural cinematic material, although the underlying event in “Darkest Hour” is one of the most dramatic in modern history: One man standing defiant before the onslaught of an enemy army, rallying his nation with his willpower and words. Discounting for Hollywood embellishments, the movie is worthy of this story, which is high praise indeed.
